Summary: Malta regulates who may represent citizenship applicants. Licensed firms are called Authorised Registered Mandatories (ARM) and hold an AKM license number issued by Komunità Malta (Community Malta Agency), the government agency responsible for citizenship. The market also contains many unregulated intermediaries and resellers. Before engaging any firm — including Zenturo — verify its license directly with the licensing agency. An ARM license means the firm is authorized by the Maltese government to submit citizenship applications on behalf of clients, is identified and accountable under Maltese regulation, and answers to the licensing agency for its conduct. Unlicensed intermediaries cannot file applications themselves — at best they resell the services of a licensed firm, adding a markup and a layer of separation between you and the people actually handling your case.

Equally important is what a license does not do: it does not guarantee approval. Every Malta citizenship and residency application passes government due diligence, and no agent — licensed or otherwise — can promise an outcome. A firm that guarantees approval is showing you a red flag, not a credential.

  1. Ask for the license number. Every licensed mandatory has an AKM number and will state it without hesitation — it is usually in the website footer and the engagement letter. If a firm cannot produce its license number immediately, stop there.
  2. Verify the license with Komunità Malta. You can contact the government agency at Komunità Malta directly and ask it to confirm the license number and the company or person holding it.   3. Verify the company itself. The Malta Business Registry holds the official record of every Maltese company — registration number, status, and registered address — though full document access now requires a registered account. A firm with nothing to hide will simply provide the evidence itself: on request, we send prospective clients MBR printouts confirming our registration (C-39472) and good standing since 2006. Ask any firm you are considering for the same.
  4. Cross-check identity and track record. A real firm has a physical Malta office you could visit, a review profile you can trace to the same legal entity, and a history longer than the current program cycle.
