The government side of an MPRP application is made up of separate payments, none of them refundable, plus the qualifying property. Every figure below is published by the Residency Malta Agency.

Spouse and minor children pay no dependant fee — only the €500 residence card. Adult dependants other than the spouse (parents, grandparents and adult children) each add €8,000 (€7,500 dependant fee plus the €500 card).

Every row is the published Residency Malta Agency schedule applied to a family shape. The rent route is costed over the five-year minimum retention period (5 × €14,000); the purchase route shows the €375,000 minimum qualifying value.

Government cost is non-refundable. The purchase-route total includes the €375,000 qualifying property, which is a retained asset rather than a sunk cost. Licensed-agent, legal, due-diligence and insurance costs are excluded because the Agency does not publish them.

Purchase route

Buy a qualifying residential property of at least €375,000, anywhere in Malta or Gozo, and hold it for five years. After that you must still keep a residential property in Malta. The property is an asset you own, so the headline total is higher but most of it is not spent.

Rent route

Lease a qualifying property for at least €14,000 a year, held for five years (€70,000 in total). Government fees are identical to the purchase route — there is no discount for renting. Rent is a cost, not a recoverable asset.

How much does the Malta MPRP cost in total?

A single applicant on the purchase route commits €474,500: €375,000 for the minimum qualifying property plus €99,500 in non-refundable government charges (a €60,000 administrative fee, a €37,000 contribution, a €2,000 NGO donation and a €500 residence card). On the rental route the five-year commitment is €169,500. Agent and legal fees are extra and are not published.

What are the non-refundable government fees?

For a single applicant, €99,500: a €60,000 administrative fee, a €37,000 government contribution, a €2,000 NGO donation and a €500 residence card. None of these is returned.

Is the €60,000 administrative fee refundable?

No. The Residency Malta Agency describes it as non-refundable and payable as part of the application — it is the price of assessment, not of approval.

Does renting cost less than buying in government fees?

No. The government fees are identical on both routes. The only difference is the property commitment: €375,000 to purchase, or at least €14,000 a year to rent, held for five years.

How much does each dependant add?

A spouse adds only the €500 residence card. Each dependent child adds €500. Each adult dependant other than the spouse (parent, grandparent or adult child) adds €8,000: a €7,500 dependant fee plus the €500 card.

What is the minimum property requirement?

€375,000 to purchase or €14,000 a year to rent, for a qualifying residential property anywhere in Malta including Gozo, retained for at least five years, after which a residential property in Malta must still be maintained.

What capital do I need to qualify?

Capital assets of at least €500,000 (of which €150,000 must be financial assets), or at least €650,000 (of which €75,000 must be financial assets). This is separate from the property investment.

Does the MPRP lead to citizenship?
