Immigration by Investment Updates 2022

Malta Election Results and Impact on Investment Migration - March 30, 2022

Malta investment immigration expected to continue after Labour Party win.

Today we have good news regarding Malta’s immigration by investment programs.

As some of you might know, last weekend Malta held its national general elections. The election was won by the Labour Party, which is the same party that initially introduced Malta's first citizenship and residence by investment programmes several years ago.

Not only did the Labour Party secure a third term as the majority party in the local Government, the party also won by a large margin, resulting in an 11-seat lead. This win means we expect the Malta government to offer strong continuing support for Malta’s investment migration industry.

For those not yet familiar with these options; there are currently two main programmes for foreign investors and their families to apply for permanent residency and citizenship in Malta. The Malta Permanent Residence Programme (MPRP) was launched in 2021 to replace the former Malta Residence and Visa Programme (MRVP). Similarly, Malta’s citizenship regulation of 2020, the Granting of Citizenship for Exceptional Services Regulations, was introduced after Malta’s first citizenship by investment programme, the Individual Investor Programme (IIP), had reached its cap of successful applicants. Details about both current programmes can be found on our website at www.Malta-Citizenship.info.

However, from an investment migration perspective, it is also to be noted that Malta has come under great pressure from the EU-level politics. There is growing movement to outright ban citizenship by investment programmes offered by EU Member states, and also to regulate residency by investment programmes across the entire European Union.

While the Malta government has expressed its intent to maintain its position on the programmes - whilst respecting the feedback received and implementing changes to the extent possible – there can be no guarantees. For this reason, one should take such factors into consideration and pursue an application before the window of opportunity closes.

And lastly, for our new clients from Russia and Belarusia; although the Malta government has temporarily suspended processing applications for Russian and Belarusian nationals due to the situation in Ukraine, Zenturo can start working on your application in preparation for when the suspension will be lifted.
