Travel to Malta: Quarantine Exemptions

Note (2026): Malta’s former Citizenship by Investment program has been replaced by the Citizenship by Merit framework.

November 2021 Update: Special travel exemption

Individuals and their family members who are required to travel to Malta as part of their application under the "Granting of Citizenship for Exceptional Services Regulations" (Maltese Exceptional Investor Naturalisation (MEIN) may qualify for a special travel protocol.

This protocol, which is an exemption awarded on a case-by-case basis, authorizes the applicant/s to enter Malta without the need for a 14-day quarantine if the applicant complies with the special protocol restrictions. Other travelers, who do not receive the exemption, are required to observe the 14-day quarantine currently in effect.

To qualify for the exemption, the applicants' visit to Malta may not exceed 48 hours between point of arrival and departure.

Malta Travel Exemptions
Upon arrival in Malta, applicants will be required to show a negative PCR test taken within 72 hours prior to travel. Applicants will then be required to stay in a government-approved hotel for the entirety of their stay in the country. Applicants are only allowed to leave the hotel in order to attend the necessary biometrics collection appointment, after which they must return to the hotel.

Travel to and from the hotel is to occur in a private vehicle, with airport transfers handled by the local authorities.

Once biometrics have been collected, and not more than 48 hours after arrival, applicants must again leave the country.
