Stage Zero is the first structured step before moving into a full Malta Citizenship by Merit process.

At this stage, we review your background, your professional or personal achievements, your intended contribution, and the strength of the available evidence. We also conduct initial AML/KYC screening and prepare a preliminary proposal outline that can be assessed against Malta’s long-term priorities, including the direction reflected in Malta Vision 2050.

The purpose is simple: to avoid moving forward based on assumptions.

A proposal may sound compelling in conversation but still be too vague, too weakly documented, too difficult to implement, or not sufficiently aligned with Malta’s strategic interests. Stage Zero helps identify these issues early, before you commit to a more complex process.

Why a Proposal Idea Alone Is Not Enough

A strong Citizenship by Merit case usually requires more than a good concept.

It needs a credible applicant profile, a well-supported track record, lawful and transparent source of funds, a meaningful connection to Malta, and a proposal that can be clearly explained, documented, and implemented.

Initial AML/KYC review, background assessment, preliminary proposal outline, and recommended next steps.

Stage 1 — Malta Residency Application
Preparation and filing of the residency application, including document coordination and biometrics.

Stage 2 — Full Citizenship Proposal Preparation
Development of the complete merit proposal, including evidence, Malta-focused impact, feasibility, and supporting documentation.

Stage 3 — Citizenship Eligibility Application
Formal filing and detailed due diligence review by the competent authorities.

Stage 4 — Final Citizenship Application
Final filings, oath coordination, and citizenship issuance logistics if the case is approved.

Stage 5 — Implementation and Monitoring
Where relevant, support with implementation of the proposed contribution and any ongoing reporting requirements.

Stage Zero does not guarantee approval. It is not intended to do that. Its value is that it helps determine whether there is a serious basis to continue — and, if so, how the case should be positioned before more time and resources are committed.
