Malta Citizenship by Merit launched only about eight months ago, and as the framework and its procedures become clearer in practice, we are refining how we describe the stages and the order in which they take place. We will continue to update this page as the process matures.

Many people approach Malta Citizenship by Merit with a proposal idea already in mind. Sometimes it is a philanthropic donation. Sometimes it is a business project, a research initiative, a cultural contribution, or an investment concept. Others simply ask whether a quick call is enough to confirm whether their idea “should work.” In practice, it is not possible to validate a serious merit-based citizenship case on the spot.

Applying for Malta Citizenship by Merit

Malta Citizenship by Merit is not a standard investment program with a fixed checklist and guaranteed result. It is a discretionary, case-by-case legal framework for individuals whose achievements, integrity, and proposed contribution may be considered meaningful to Malta.

That is why Stage Zero matters.

What Stage Zero Is Designed to Do

Stage Zero is the first structured step before moving into a full Malta Citizenship by Merit process.

At this stage, we review your background, your professional or personal achievements, your intended contribution, and the strength of the available evidence. We also conduct initial AML/KYC screening and prepare a preliminary proposal outline that can be assessed against Malta’s long-term priorities, including the direction reflected in Malta Vision 2050.

The purpose is simple: to avoid moving forward based on assumptions.

A proposal may sound compelling in conversation but still be too vague, too weakly documented, too difficult to implement, or not sufficiently aligned with Malta’s strategic interests. Stage Zero helps identify these issues early, before you commit to a more complex process.

Why a Proposal Idea Alone Is Not Enough

A strong Citizenship by Merit case usually requires more than a good concept.

It needs a credible applicant profile, a well-supported track record, lawful and transparent source of funds, a meaningful connection to Malta, and a proposal that can be clearly explained, documented, and implemented.

For example, a founder may need to show more than business success. The proposal may need to explain how the applicant’s work could support innovation, employment, investment, research, or Malta’s international positioning.

A philanthropist may need to show more than willingness to contribute. The case may need to demonstrate credibility, impact, governance, and alignment with a Malta-relevant cause.

A researcher, artist, athlete, investor, or business owner may each have a different path — but in every case, the question is not simply “Is this impressive?” The question is: “Can this be shaped into a serious, evidence-based merit case?”

How Stage Zero Fits Into the Broader Process

Our current working structure is designed to move carefully and strategically:

Stage 0 (Stage Zero) — Citizenship Proposal Outline Preparation and Assessment
Initial AML/KYC review, background assessment, preliminary proposal outline, and recommended next steps. Offered as a low-cost, refundable preliminary stage so you can gauge your realistic chance of success before committing to the substantial fees of a full application.

Stage 1 — Residency (Malta Residency Application)
Preparation and filing of the residency application, including document coordination and biometrics.

Stage 2 — Due Diligence (Malta Citizenship Eligibility Application)
The formal eligibility application is prepared and filed, followed by detailed due diligence by the competent authorities on identity, integrity, and source of funds and wealth. The eligibility application may be filed as early as after 8 months of residency status, with no obligation to live in Malta continuously during this period.

Stage 3 — Merit Proposal
The full Citizenship by Merit proposal is developed and aligned with Malta’s national priorities and Vision 2050. The proposal effort itself varies widely — a donation-based proposal is relatively light, while a company-formation proposal might require a business plan, financial model, staffing model, and additional supporting documentation which can make this step a substantial undertaking. In practice, Stage 3 (Merit Proposal) is prepared in parallel with Stage 2 (Due Diligence) and submitted together as one case file.

Stage 4 — Naturalization: Final Citizenship Application
Final filings, oath coordination, and citizenship issuance logistics if the case is approved.

Optional — Proposal Implementation and Compliance Reporting
Where relevant, support with implementation of the proposed contribution and any ongoing reporting requirements.

In summary, Stage Zero does not guarantee approval. It is not intended to do that. Its value is that it helps determine whether there is a serious basis to continue — and, if so, how the case should be positioned before more time and resources are committed.

Program Interest

Permanent Residency: Non‑EU nationals who obtain permanent residence in Malta under the MPRP program are granted the right to live, work, study, or retire in Malta. The program requires a minimum investment from €99,000, in addition to either purchasing or renting property, along with applicable professional and legal fees.

Citizenship: Malta citizenship under the Malta Citizenship by Merit framework grants the right to live, work, study, or retire in Malta, along with access to public healthcare and education. It also provides an EU passport, allowing holders to live and work in any EU member state, not just Malta. Eligible applicants typically include individuals with exceptional achievements in science, technology, or innovation; those distinguished in culture, the arts, or sports; business leaders and entrepreneurs whose ventures create employment in Malta; and philanthropic or humanitarian figures whose work and contributions demonstrates a broader international impact.
