Malta Citizenship by Merit (CBM) recognises exceptional contribution — in innovation, business, science, culture, sport, or philanthropy — rather than a fixed financial payment. It is a discretionary, merit-assessed framework, and every application is judged on its own strengths and on successful due diligence. What follows is a practical, stage-by-stage view of how a typical application runs, and what to expect at each step.

The process follows the four official stages set out in the Government of Malta's fee schedule — Residency, Due Diligence, Merit Proposal, and Naturalization — preceded by our own preliminary Stage 0 and followed by optional post-grant implementation. Each stage is at the discretion of the authorities and none is guaranteed. Indicative timings are shown for planning only.

The stages at a glance

Stage 0 — Citizenship Proposal Outline Preparation & Assessment

The process begins with AML/KYC screening and a structured consultation to map your background and intended contribution — for example local charitable support, a new business, or another qualifying initiative. From this we prepare a proposal outline that aligns your profile with Malta's strategic interests, review your planned contribution, and agree the next steps together. The objective is to avoid a situation where significant time, government fees, and resources are committed to an application that may ultimately encounter preventable difficulties. Indicative timing: about one week.

Stage 1 — Residency (Malta Residency Application)

We prepare and file the mandatory temporary residency application: forms, document collation, and coordination of your biometrics appointment with the Maltese authorities. This produces your Malta residency cards (with Schengen travel enablement) and establishes the platform from which the citizenship eligibility case is filed. Indicative timing: 2–3 months.

Stage 2 — Due Diligence (Malta Citizenship Eligibility Application)

The most technical stage. We prepare and file the formal citizenship eligibility application, after which the authorities run extensive multi-jurisdiction due diligence (identity, integrity, and source of funds and wealth). We manage requests for information and any top-ups through to completion. The eligibility application can be filed after eight months of residency status, with no requirement to live in Malta continuously in the meantime. Indicative timing: ~4–6 months.

Stage 3 — Merit Proposal

We build the full Citizenship by Merit proposal — achievements, Malta-focused impact, feasibility, governance, and a delivery plan across themes such as innovation, culture, sustainability, or social impact, aligned with Malta Vision 2050 — with evidence indexed for quick verification. The effort ranges widely, from light for a donation-based proposal to substantial for a company-formation proposal requiring a business plan, financial model and forecasts. In practice, Stage 3 (Merit Proposal) is prepared in parallel with Stage 2 (Due Diligence) and submitted together as one case file. Indicative timing: prepared alongside Stage 2, and varies by complexity.

Stage 4 — Naturalization

Following eligibility approval, we finalise and file the citizenship application, schedule the oath or pledge, and coordinate issuance of your Certificate of Naturalisation and passport. Indicative timing: ~1–2 months.

Optional — Proposal Implementation & Compliance Reporting

Post-grant support to implement your merit contribution and manage any ongoing compliance or progress reporting the authorities may require. Indicative timing: as needed.

How long does it take overall?

Temporary residency is typically in place within weeks of starting, and full issuance of the citizenship certificate commonly takes around 12 to 16 months from the outset. Timeframes are indicative and depend on document readiness, third-party lead times, and the authorities' workload. As a discretionary framework, CBM offers no guaranteed outcome or fixed timetable — the figures above are planning guides, not commitments.
